Glasswing at the 2023 Central America Donors Forum in Costa Rica
Published on December 7, 2023 by GlasswingDuring the 2023 gathering of the Central American Donors Forum, held in September in Costa Rica, Glasswing Regional Program Director Florencia Garcia participated in the panel “Addressing the Root Causes of Migration and Fragility in Central America.”
The Central America Donors Forum (CADF) is a gathering place for civil society, philanthropy, government, and the business sectors to discuss priority issues in Central America. Attendees generate alliances to foster development, equity, and justice in the region.
Florencia’s fellow panelists were from the Migration Policy Institute, International Organization for Migration IOM-UN, and the USAID Venezuela Response and Integration Activity. Together, they reflected on the indicators of fragility and instability in Central America, preventing the region from reaching its potential. Those include violence, climate change, weak rule of law and local governance, and democratic backsliding. Such challenges fuel perilous migration.
The CADF panel discussed viable pathways to resiliency at home and in host communities throughout Central America, to enable effective migrant (re)integration. Those pathways would also build on the comprehensive framework for migrant-centered responses to fragility and stability laid out in the U.S. Strategy for Addressing the Root Causes of Irregular Migration from Central America and the Los Angeles Declaration on Migration and Protection.
